A study visit was carried out to Tallinn June 5-10 2006 with seven high-level communication officers from the Cabinet of Ministers, the Secretariat of the President, the Verkhovna Rada and the Ministry of Justice. During the visit the delegation studied e-democracy; the relationship between the State and the Civil Society; and how the Parliament, the Government and the President’s Office handle public communications.
Visits were made to the Ministry of Interior, the NGOs the Open Estonian Foundation, the Estonian Network of NGOs, the Estonian Village Movement, the communication department at the Cabinet of Ministers, meeting with MPs, the Press- and Information Department at the Parliament, the Public Relations Department at the President’s office. The delegation also participated in a specially tailored seminar on e-Democracy, prepared by the e-Academy and an international conference on e-Democracy organised by the Cabinet of Ministers and the e-Governance Academy.
The delegation consisted of Natalia Dniprenko, Natalya Oksha and Igor Lyashuk from the Cabinet of Ministers of Ukraine; Andriy Massalsky from the Secretariat of the President of Ukraine; Viktor Rezvanyuk and Iryna Karmeluk from the Parliament Verkhovna Rada; and Iryna Chypenko from the Ministry of Justice of Ukraine.
